Yes, citizens of India have to get visa if they want to visit Russia.
Visa is a document for foreigners which allows to cross the border of Russia legally.
For getting visa to Russia you need to get an invitation for visa and health insurance. These documents must be submitted to the Russian Consulate abroad.
For getting visa an India citizen should know:
India (Republic of India) is a state that occupies the 7th place in the world in terms of territory and the 2nd in terms of population. More than 1.3 billion people live in India, of which 50 to 70 thousand annually travel to Russia.

An invitation may be issued on the letterhead of the Ministry of Internal Affairs of the Russian Federation if the party interested in the arrival of an Indian citizen in Russia submits an appropriate application and attaches all the necessary documents to it. It will take a lot of time to make an invitation this way, because the information submitted about the invited foreigner must be checked. It is convenient because series of numbers that can be communicated to the invited person in a telephone conversation or email. Registration takes from 7 to 21 business days.

The guest visa is intended for those foreign citizens who want to visit their relatives or friends living in Russia. To get this type of visa at the Russian consulate, they will need a guest invitation, which only the inviting party located in Russia can apply for.
National adult of the Russian Federation and persons with residence permit are entitled to invite a foreigner to Russia. For receiving a guest invitation to a foreigner, the inviting person must apply to the Main Department of Ministry Internal Affairs of the Russian Federation with the appropriate application and copies of passports (his and the invited foreigner) attached to it, as well as a guarantee letter and income statement.

A working visa to Russia is needed for citizens of India who have already found a company ready to hire them and apply for the papers necessary for it (work permit and work invitation) and send them to India.
Based on the papers received from the employer, an Indian citizen will be able to first get work visa with a validity period of 90 days. During this time, he will have to go to migration services and begin to work with his employer. After that he will be able to extend his work visa for the entire period of work permit’s validity.
A work visa is good because its holder can stay in Russia for the duration of its validity. At the same time, it can be renewed each time for another year without leaving the country. Indians who want to stay in Russia for a short period of time can do this with an electronic visa. This type of visa document allows to Indian citizens come to the Russian Federation and stay in Russia from 1 to 8 days.
This visa format has been introduced as an experiment and continues to nowadays. Indian citizens do not need an invitation for receiving of electronic visa, just only a digital photo and a completed application form on the Foreign Ministry website. With electronic visa Indians can visit only the Far Eastern District and the Kaliningrad Region.
